split impulse / hair simulation

Hi,

i've read 2.69 added "split impulse support, penetration recovery won’t add momentum".

How can this be used? Or better asked would it solve this problem:
We currently try to add some 'hair' simulation to our characters. Very basic stuff like ponytails and such. However, currently it doesn't work good because the characters are controlled directly and if the hair collision penetrate the characters collision volume the hair gets bounced away badly because penetration adds momentum.

Maybe someone already tried to simulate simple hair stuff and has some advice?
